Judging by the phrasing of the question, the answer is it depends on the rules you're playing.  In most (English) pool played in Oxford there's no requirement to nominate or declare any pocket or ball unlike some versions of American Pool.

Hi Barney,

Thanks for your reply. In our game there are some rules which i am telling u.

before pot any ball i have to declare where the ball will pot clear or dirty (that is via hitting other ball). If I said clear and ball hits another ball and then pot then I will not get another chance to play but also it not foul (means opponent will not get free hand ball. because in our game for every foul opponent gets freehand ball.) and pot ball is assumed pot.

Thanks,
Gopal
