As to why is it only a single frame, I think most honest answer is just because it is. It was that last year and the year before and I expect it'll be the same next year too. Most matches don't require the deciding frame so it shouldn't really be an issue.
The last time Milhouse and I played in this comp about 3 years ago they were all frames. This format favours the better players as a one frame format is a lottery.
From Abingdon League experience doubles games take forever so 1 frame is probably long enough seeing as 12 frames may have already been played at that point.

was a very tense finish in the doubles match with some quality safety play by both teams but in the end it was an attempted safety shot that rolled off to give tom and dave the frame and the win.
