I think having the 30-second rule in such a local league would cause all sorts of problems - especially in the lower sections. It can be difficult enough just to concentrate on being a referee sometimes!
However, if some players are taking the mickey, then the match referee can instigate the '30-second' rule at any time:
a)To avoid slow play and ensure matches are completed on time, at the referees discretion, a 30 second warning can be given to a player (not within 60 seconds of the previous shot). The player at the table must complete the shot within 30 seconds, or forfeit the visit (with foul).
Though I would suggest that this is very rarely needed, and although Tashy needs a rocket up his arse sometimes, there's only one occasion (a mixed doubles game several years ago), when I personally thought things were so slow that it was needed.
